How to File a Labour Complaint in Kuwait

Kuwait's labour complaint system is managed by the Ministry of Social Affairs and Labour (MSAL) through the Shoon electronic platform. Whether your employer has withheld wages, violated your contract, or mistreated you, here is the step-by-step process for getting resolution.

Where to File

Shoon system: Visit shoon.gov.kw to file electronically. Available in Arabic and English. You receive a tracking number for case status updates.

MSAL labour offices: Visit any labour office in person. Main offices in Kuwait City, Hawalli, and Farwaniya. Open Sunday to Thursday, 8:00 AM to 1:00 PM.

PAM (Public Authority for Manpower): For work permit and visa-related issues, file through PAM at manpower.gov.kw.

The Complaint Process

Stage 1 — MSAL mediation (15 working days): A labour inspector contacts your employer and schedules a mediation session. Both parties present their case. If the employer agrees to a settlement, a binding agreement is signed.

Stage 2 — Labour Court referral: If mediation fails, MSAL refers the case to the Labour Court. You receive a court date, typically within 4 to 6 weeks. Legal aid is available for workers who cannot afford a lawyer.

Stage 3 — Judgment and enforcement: The Labour Court issues a judgment within 2 to 4 months. Wage claims can be enforced immediately. Either party can appeal within 20 days.
