Qatar Exit Permit: Rules After 2020 Reforms

Qatar abolished the exit permit for most workers in a landmark reform. Since January 2020, the vast majority of workers can leave Qatar freely without employer permission. Combined with the removal of the NOC requirement for job changes, these reforms represent a fundamental shift in worker mobility. Here is exactly how the new system works.

The 2020 Reforms Explained

Law No. 13 of 2018 (effective January 2020) abolished the exit permit for most workers. Before this law, every worker needed their employer's written approval to leave Qatar, even temporarily. Now, workers can travel freely with a valid passport and QID.

Separately, Law No. 18 of 2020 (effective September 2020) abolished the NOC requirement for changing employers. Workers can now move between employers by giving proper notice, without needing the current employer's consent.

Who Is Exempt (Still Needs Exit Permit)

Approximately 5% of the workforce still requires exit permits. These are workers in specific roles designated by the Ministry of Interior, primarily in government, military, and national security positions. Even these workers have a grievance mechanism — if the employer does not respond to an exit request within 72 hours, the worker can appeal to a grievance committee that must decide within 3 days.

Changing Employers Without NOC

During probation: give 1 month written notice to change employers

After probation: give 2 months written notice (or as per contract)

Process through MADLSA electronic system — no employer approval needed

If employer does not respond within 30 days, transfer is automatically approved

False absconding reports: Some employers file false absconding (runaway) reports when workers attempt to leave or change jobs. If your employer files an absconding report against you, contest it through MADLSA within 3 days. False reports are penalized, and the worker's record is cleared upon review.

End-of-Service When Leaving Qatar

When you leave Qatar permanently, your employer must pay: all unpaid wages, end-of-service gratuity (3 weeks basic salary per year of service under Qatar Labour Law), compensation for unused annual leave, and a return ticket to your home country. These must be paid within 7 days of your last working day.
