Saudization (Nitaqat): How It Affects Your Contract

Saudization is Saudi Arabia's policy of replacing expatriate workers with Saudi nationals in the private sector. The Nitaqat system enforces this by classifying companies based on their Saudi-to-expat ratio. If you are an expatriate worker, understanding how Saudization affects your job security and contract rights is essential.

The Nitaqat Color System

Platinum/Green: Company meets or exceeds Saudization targets. Full access to hire expats, renew work permits, and use government services. No restrictions.

Yellow: Company is below target. Limited ability to hire new expats. Cannot renew work permits for some positions. Given 6 months to improve.

Red: Company is significantly below target. Cannot hire any new expats, cannot renew existing work permits, blocked from many government services. Workers can transfer out without employer consent.

Your Rights If Terminated for Saudization

Saudization does not strip away your contractual rights. Even if your employer needs to replace you with a Saudi national, they must follow proper termination procedures under the Saudi Labour Law.

Watch out: Some employers use Saudization as a pretext to terminate workers without proper notice or benefits. Restricted Professions (Fully Saudized)

HRSD maintains a list of professions restricted to Saudi nationals only. As of 2026, these include: HR and recruitment roles, government relations officers, receptionists in all sectors, security guards, retail cashiers, telecom sales representatives, insurance sales agents, all administrative roles in hotels rated 4-star and above, and procurement officers in companies with 50+ employees.

If your profession becomes Saudized mid-contract, your employer must either transfer you to a different role within the company or terminate your contract with full benefits. They cannot simply stop paying you or force you to resign.
