Contractor Classification Requirements

1st Class

AED 20M+ capital, 10+ years, 200+ staff

Up to AED 50M
2nd Class

AED 5M+ capital, 7+ years, 100+ staff

3rd Class

AED 1M+ capital, 3+ years, 30+ staff

Submission Process

Register on DM e-Portal

Create an account on dm.gov.ae and complete your company profile with trade license, classification certificate, and financial documents.

Monitor Tender Notices

Check the DM procurement portal regularly for new tender announcements. Mandatory site visits are often required within 7-14 days of announcement.

Purchase Tender Documents

Download or purchase tender documents through the portal. Typical fee: AED 500-5,000 depending on project size.

Submit Technical Proposal

Submit method statement, programme, team CVs, equipment list, and experience certificates. Two-envelope system: technical first, then commercial.

Commercial Evaluation

Only technically qualified bidders proceed to commercial opening. Lowest price does not always win — DM uses weighted scoring.
